What is Dataset Submission System?
The Dataset Submission System (DSS) is a platform designed for submitting health and health-related data to the National Health Data Repository (NHDR). This system is intended for use by the Department of Health (DOH), the Philippine Health Insurance Corporation (PhilHealth), other government agencies, local government units, the private sector, health providers, health-related entities, and various stakeholders.
The initial implementation of DSS supports the Republic Act (RA) No. 11223 or the “Universal Health Care Act” (UHC Act) and its Implementing Rules and Regulations (IRR), specifically Section 31.1 mandates the submission and processing of health and health-related data to PhilHealth through the National Health Data Repository (NHDR). In addition to this, the Department of Health (DOH) and Philippine Statistics Authority (PSA) Joint Administrative Order (JAO) No. 2021-0001 “Public Availability and Accessibility of Health, Nutrition, and Demographic-related Administrative and Survey Data”.
